Masking her sociopathic survival instincts behind a maternal political facade, Brenda weaponizes the town's desperation. She falsely claims the bunker is a public FEMA shelter, rallying the dying locals to breach the facility’s hydraulic doors with a heavy-duty "Jaws of Life." Her true motive is entirely selfish: having embezzled $1.5 million in county relief funds years prior, she needs Everett’s sanctuary as a hiding place from an impending federal audit.
