The pilot opens on the Florida Capitol on Opening Day, contrasting ceremony and power inside the building with homeowners outside holding plywood signs showing annual insurance premiums of $8,900, $11,200, and $14,600. Maria Reyes, a nurse, is singled out as the human face of the crisis. Inside, Harry Hartley, a first-day intern, has been pranked into arriving early and sleeping outside the Speaker’s Office. He discovers a sealed envelope marked “FOR THE SPEAKER. BEFORE THE GOVERNOR SPEAKS.”
The envelope reveals that GulfShield Mutual is projected to be insolvent by Friday and includes a draft of HB 1 — The Florida Shield Act, which contains real homeowner relief, a public reinsurance backstop, a retroactive liability shield, and a buried data-sharing provision. The Governor publicly announces HB 1 during his Opening Day speech and names Majority Leader Dana Sullivan as the bill sponsor, even though she was never asked.
Tom Bishop, the Appropriations Chair, pushes to send the bill to Appropriations first. The Speaker’s Office suspects Bishop’s fingerprints are on the bill’s most dangerous sections. Harry discovers Rule 11.12, which may allow Dana to move HB 1 into a temporary select committee before final reference. Ben Whitaker, the Speaker’s Chief of Staff, tries to maneuver the process but becomes personally compromised when his relationship with lobbyist Elizabeth Keating connects him to SunCoast Analytics, the data vendor tied to Section 78.
After Ben realizes that clever but dirty procedure will destroy the cause, the team chooses a public, disclosed strategy. The Speaker allows Dana to make the motion on the floor. After a close fight, HB 1 is referred to a temporary select committee. Dana then declares she is staying in the House to stop Bishop from becoming Speaker. The pilot ends with Maria Reyes testifying before the committee, her $14,600 plywood sign beside her, and Harry carrying another abandoned sign back toward the Capitol as Ben says they did not win — they “made them turn the lights on.”
